Senate Bill 29

I signed a very significant bill today that further protects the rights of children and adults who have been victims of sexual predators. This law repeals the statute of limitations in civil suits relating to child sexual abuse cases and also provides a two-year window to allow victims previously barred from civil action to seek damages.

Most victims of childhood abuse have been scared into silence. Many don’t come forward until they are adults. This legislation allows them their day in court to confront their abusers and receive justice. Nothing can change the horror of what happened to them, but at least now they can make the offenders take some responsibility for what they have done. I have continually been working with our lawmakers to refine and strengthen Delaware’s laws relating to sex offenders, so that they know Delaware will not tolerate their horrendous crimes against our children. I am proud to be Governor of a state where we value our children’s safety and are quick to act when bills such as this one are introduced. I want to thank those Delawareans who expressed their views during this process, especially the courageous victims and family members who shared their stories and relived their horrifying experiences, so others could learn the importance of this legislation."
